What is the OSHA 4-to-1 Ladder Rule?

Does the 4-to-1 rule apply to stepladders?

No. The 4-to-1 rule applies only to non-self-supporting ladders (straight and extension ladders) leaned against a structure. Stepladders are self-supporting A-frame designs that must be fully opened with spreaders locked. They should never be leaned against a wall like a straight ladder.

How far above the landing should the ladder extend?
